I know this is simile because of word as. Why does writer use "wind carries drifting clouds"?

 Thanks for your Great question and that's what similes and metaphors do, they make us think. Only the writer knows the exact answer for your question, in my opinion. The writer and his family members are refugees. Did they know where they were going? How about drifting clouds, do they know where they are going?
